I live in Southern California-Inland-and would love to plant roses. How and which kind?

Planting in a small, hard-to-grow back yard?

The soil is very hard & tends to grow moss. Is grass hopeless? Or should I just mulch it all in to cut down on the mud when it rains. Obviously plants & flowers would have to be non-poisonous to my dog & would have to be contained to keep her from digging or uprooting them. Any suggestions? I’ve considered just substituting plant stands & hangers for in-ground flower planting, but I long to have my backyard be a lush beautiful garden haven.
